Project overview
The project was developed in the context of Culture and tourism development strategy, heritage protection in the city of Bălți, the second largest city in Republic of Moldova. The proposes is the valoriation of Romanian culture, namely the culture of Eminescu by creating a cultural pedestrian route “M. Eminescu”. Mihai Eminescu was born on January 15, 1850 in Botoșani and was a Romanian poet, prose writer and journalist, considered by Romanian readers and posthumous literary critics as the most important poetic voice in Romanian literature.Cultural pedestrian route “Eminescu: one culture – one route in the Botosani-Balti cross-border area” includes both existing Eminescu elements (IP LT,,Mihai Eminescu”, where the bust of the great poet is located; Classic Alley where is the bust of M. Eminescu), as well as new elements created/arranged:1) Creation of a “Tourist Information Center” within the “Antioh Cantemir” art gallery;2) Development of the Municipal Central Park situated in the municipality of Balti, a historical monument of national category, built/created/developed in the 1950s. XX; The intervention consist of the creation of Alley No. 1 “Lacul de nuferi” (Lake of Water Lilies): paving the central entrance of the park and reconstruction of the old main stair, designing a new stair-ramp combination for full accessibility; the construction of an artificial “Lake of Water Lilies”, installation of lighting fixtures, benches with trash cans; the signage of the “Lake of Water Lilies” alley with a thematic totem, with inscriptions of the Eminescian lyrics; rehabilitation of the summer amphitheater with a capacity of 100 seats with a mobile stage;3) Development of Alley No. 2 “Floare de tei” (Linden flower) in the pedestrian street from Independence Square to Aleea Clasicilor str, Dostoievski str.: installation of benches, a metal sculpture: “Eminescu sitting on the bench”, signage of the alley with a totem;4) Signage of Alley No. 3 Alley of the Classics with another totem;5) Development of Alley No. 4 “Luceafărul” (Hesperus) from Dostoevski str., pedestrian street, to Ștefan cel Mare str.: rehabilitating the pavement, installing benches, signage of the alley with a totem with inscriptions of Eminesian lyrics;6) Development of a “Cultural-Educational and Research Center of the Universal Literary Heritage” in the premises of IP LT “Mihai Eminescu”, Bălți municipality: development of an internal amphitheater with a capacity of 180 seats, with a modern stage equipped with means audio-video system; setting up a documentation and research room for about 25 persons;7) Development of Alley No. 5 “Plopii fără soț” (The lonely poplars) near the Center starting from Ștefan cel Mare str., corner with Dostoievski str. to IP LT ,,Mihai Eminescu”: rehabilitating the pavement, installing benches, trash cans, alley signage with a totem.The total value of the project – 1.620.625,26 Euro.

Timeline: Project design: March 2021 – April 2022Construction: July 2023 – January 2024The project is born from the necessity to reestablish the relationship between the Romanians from both sides of the river Prut, a link that was lost due to political situation. The proposes of the project is the valorification of Romanian culture, the linguistic unit of romanians. By creating the cultural pedestrian route “M. Eminescu” it was made a considerable contribution to the study, research and literary-artistic interpretation of Eminescu’s work – a main element with the preservation of the common national heritage of the Moldavian and Romanian people.This initiative meets the needs of teachers, students, parents and, implicitly, the Balti community.Thus, the impact of the implementation of this project reflects in the improvement of the quality of life standards in the area by supporting cultural and educational activities, encouraging and supporting an integrated cultural space, in promoting and stimulating the motivation of young people (pupils and students), teaching staff for study and research, and not least the development of tourism in the area.The development of tourism in the municipality of Balti through the creation of the tourist information center, the cultural pedestrian route “M. Eminescu” and the Educational-Cultural Center is a positive multiplier effect on the local economy by: favoring the local use of various resources, labor availability; the appearance and possible development of the infrastructure and related services: – adequate parking lots at the end points of the route; – points of sale for promotional and informative tourist articles: views, leaflets, guides, maps, multimedia products, souvenirs; – suppliers of products used for the development and maintenance of the route over time: construction materials, paints, benches, information panels and direction indicators, trash cans, dumpsters, bins;In addition to the economic consequences, the development of cultural tourism in the municipality has also a deep socio-human significance, acting by its nature, both directly on tourists and on the population of the municipality. The objectives of the project are, above all, elements that favor communication, the exchange of ideas, information, stimulating the broadening of the Eminesian horizon with an effect on intellectual formation. So, cultural tourism contributes not only to the satisfaction of material needs, but also to the satisfaction of people’s spiritual needs. In the Center for Education-Culture and Research of the Universal Literary Heritage in Bălți, scientific conferences, literary competition series, literary contests and other cultural and educational events are organized.Since the opening of the project in January 2024, the pedestrian route has registered many visitors from around the city.
