The new Headquarters of the Ministry of Interior of Sarajevo Canton redefines the contemporary public institution through the concept of Vertical Civicity. Conceived as an urban structure rather than a standalone building, it consolidates multiple departments within a coherent organizational framework where programme generates form. Four interlocking volumes mediate between the metropolitan scale of Sarajevo and its immediate urban fabric.

Project history

The project originated from the need to consolidate the dispersed departments of the Ministry of Interior of Sarajevo Canton into a single contemporary headquarters capable of supporting complex institutional operations. Beyond improving operational efficiency and security, the client sought to create an open and accessible public institution that strengthens its relationship with citizens. Developed through an open public architectural competition, this winning proposal rethinks the traditional government building as a vertical civic structure, integrating administration, public services and specialized operational units within a coherent organizational framework. The project establishes a new civic landmark while significantly improving workplace quality, public accessibility and long-term institutional adaptability.
