Project overview

The masterplan regenerates Shurarik Mahalla in the Namangan Region, renewing the whole neighbourhood while preserving its community. Streets, buildings, landscape and infrastructure are renewed as one system, with a local economy grounded in the region's agriculture, textile and logistics sectors and generating over 1,100 jobs. New schools, healthcare, sports and cultural facilities, with solar energy and wastewater treatment, raise living standards and set a replicable model for renewal.

Project history
The project was initiated by ISKEZ, the Unified Customer Service Engineering Company under the Khokimiyat of Namangan Region, as part of a regional programme to renew the mahalla. Rather than clearing and rebuilding, the brief called for regenerating Shurarik Mahalla while preserving its community. The masterplan assesses each building for retention or replacement, combining redevelopment, renovation and new construction. It adds schools, a kindergarten, a polyclinic, sports, cultural and community buildings, and trade and entrepreneurial rows, supporting over 1,100 jobs. Environmental performance is addressed through upgraded utilities, dedicated wastewater-treatment facilities, rooftop solar-energy systems and an extensive planting and green-framework strategy. For the client, the project provides a replicable, evidence-based regeneration model; for residents, it delivers safer streets, modern services, new employment and a healthier environment.
